Monsoon session of the Manipur Legislative which would table the state budget estimate 2012-13 will commence from June 27. A meeting of the Business Advisory Board of the state Assembly held on Wednesday has decided to have 12 sittings together.
The session will last till July 13 and most of the sitting days have been allotted in the discussion and voting on demands for grant of each department under Manipur government allocated in the proposed budget estimate.
The budget estimate of Manipur was yet to be passed by the state Assembly as the finalization of state’s annual outlay for the current fiscal year 2012-13 was delayed.
The Planning Commission of India had finalized the annual plan for the state for the year 2012-13 at Rs 3,500 crore at a meeting held at Yojana Bhavan in New Delhi with chief minister Okram Ibobi Singh on June 6 last.
However, before finalizing the annual outlay, Ibobi Singh had presented a tentative budget estimate 2012-13 in the House of state Assembly, during the first session of the 10th Manipur Assembly on March 20 last.
Ibobi who also holds the finance portfolio tabled the tentative budget estimate 2012-13 which proposed Rs 3270 crore plan and Rs 4076.37 crore non-plan expenditures.
Provisions in the budget estimate are “tentative” as State’s annual outlay for the year 2012-13 was yet to be finalized by the Planning Commission of India. The delay in the finalization of the outlay was due to the election in five states including Manipur, Ibobi had informed the House while tabling the budget estimate.
