DoNER seeks Prime Minister’s package project reports in Manipur

Union Ministry of Development of North-Eastern Region (DoNER) has asked Manipur government to submit the latest information on the progress of projects under Prime Minister’s package awarded to the state, an official source said Monday.
To ensure submission of the report at the earliest, state planning department has directed departments implementing the projects to submit the latest updated information to the department latest by June 28 next, the source disclosed.
In Manipur, a total of 38 projects are being implemented with the funds received from the Centre under the Prime Minister’s package announced during his visit to the state in 2004 and 2006.
Out of these 38 projects, Manipur government has so far able to complete only 11 projects, while two have been closed, thereby leaving 25 projects to complete as per information provided by each department in a review meeting held on April 12 last.
The meeting reviewed the progress work of projects which were yet to be completed. In response to the request made by the state government, the Centre agreed to upgrade Manipur Institute of Technology to a National Institute of Technology.
However, the proposal was dropped by Manipur government and requested the Centre to set up of a new National Institute of Technology (NIT).
A new NIT has been established in Imphal which commenced its first session in the year 2010-11. The progress of construction of permanent campus for NIT has started, targeting to complete by March 2013.
Interestingly, the construction of new assembly complex, high court complex and secretariat complex as components of Imphal Capitol Project are yet to be completed even though two of the three complexes, Assembly and high court complex, were inaugurated in December last year by Prime Minister Dr Manmohan Singh and UPA chairperson Sonia Gandhi.
As per the physical progress report tabled in the meeting, only 90% of the construction of Assembly complex has been completed, 95% for high court complex while only 20% has been completed for secretariat complex.
The City Development Plan for Imphal has been approved under the Jawaharlal Nehru National Urban Renewal Mission for a total outlay of Rs 1870 crore.
However, the implementation of the same has been delayed as the state government could not complete the reformation of Imphal Municipal Council so that the council should be the nodal agency for the implementation of the project.
The construction of City Convention Centre was completed with an estimated cost of Rs 24 crore and inaugurated by the Prime Minister during his one-day visit on December 3 last year.
However, furnishings including PA system electrification of auditorium hall are to be completed, though it was targeted to complete in May last.
Projects like construction of 50-bedded hospitals in five districts, Ukhrul, Senapati, Tamenglong, Chandel and Jiribam, development of infrastructure for Jawaharlal Nehru Institute of Medical Sciences, Imphal, are nearly on completion, as per the review meeting.
