A man who was shot dead by police commandos on Sunday night in Imphal East district was Tuesday turned out be a PLA cadre, who had surrendered to the state government through Assam Rifles around two years back.

Alleging that Takhellambam Govind Singh (22) was killed in a “stage managed encounter” villagers of Takhel Mamang Leikai where the deceased hailed lodged a complaint with the chief minister, demanding justice to the family of the deceased.

Govind was allegedly killed by a team of police commandos attached with Imphal East district police on Sunday (September 16) night in an alleged encounter. Police have claimed recovery of a 9 mm pistol loaded with three live rounds, one hand grenade and an Activa Honda brand scooter.

The dead body was identified today as that of Govind, a former PLA cadre leading a normal life after surrendered to the Assam Rifles around two years ago. After surrendering, he stayed at Assam Rifles camp at Maphou Dam in Imphal East district for some time, family members said.

Alleging that Govind was killed in a stage managed encounter by the police commandos who conspired with the PREPAK activist, villagers of Takhel staged a protest in the village by blocking the Tinsid road (state highway), demanding justice for the deceased family.

The protestors came to Imphal in five buses to lodge a complaint with the chief minister. However, police prevented them from further proceeding at Sanjenthong, just few meter away to reach the chief minister’s bungalow.

Police compelled to lathi-charge as the protestors tried to proceed in spite of the strong resistance from the police.
Later, police allowed leaders of the protestors to submit a memorandum containing their demands which include booking of police commandos involved in the alleged “fake encounter killing” and award them exemplary punishments.
