NEDF urges GoI to repeal AFSPA in NE

North East Dialogue Forum (NEDF) has urged central government to repeal Armed Forces (Special Powers) Act 1958 (AFSPA) and to protect other human right issues in the Northeast regions.

In a release issued by NEDF conveners U Nobokishor of Manipur, R Taipodia of Arunachal Pradesh and Ranjan K Baruah of Assam stated that in spite of many movements opposing AFSPA from the people of North East and Manipur in particular and pressures from many countries to repeal AFSPA, union government has decided not to “respect the democratic voice of the people”.

UN Committee on Elimination of Racial Discrimination (CERD) has also recognized AFSPA as a racial discrimination.
NEDF in connection with AFSPA has informed the authority in charge on the following resolutions:

NEDF has welcomed and extended its honor to the proceedings of Supreme Court in relation to AFSPA. NEDF has also acknowledged and appreciated the effort rendered by state government of Manipur and Assam for the demobilization of arms in the recent years which also called for strong and sincere effort in future.

NEDF has urged to repeal AFSPA, 1958 as per the recommendation of Justice Jeevan Reddy commission (2005), 2nd administrative reformed commission of India (2007). “The recommendations of such committees are the democratic voice of the people in the country. India should respect and repeal AFSPA immediately”.

NEDF also urged the authority in charge to examine on the imposition of AFSPA in North East in the context of India’s democratic processes that the act was allowing to create “a space of state within the state”.

NEDF urged centre not to repeat the experience of the Supreme Court judgments on AFSPA in 1997 by developing “Do’s and Don’ts” after the case filed by Naga People’s Movement for Human Right.

“The perpetrators should be under investigation and take legal measure immediately. Government of India should consider and listen to the democratic voice of the people”.

NEDF further urged government of India to repeal AFSPA and to start political dialogue with the armed political organizations for the long term sustainable peace and political settlement in Manipur.
