CSU to file PIL against Home deptt, others by January end

Chakhesang Students Union (CSU) is set to file a Public Interest Litigation (PIL) at the Gauhati High Court this month against the alleged 3930 backdoor appointments made in the Home department from 2010 till 2015.
Informing this, CSU president Seve R. Vadeo also said that the union had received RTI replies from five departments, for which scrutiny would be done and PIL filed against erring departments along with Home department.
He said that the decision to file the PIL on the issue was “re-endorsed” to the executive at Chozuba village assembly on January 6. The matter was earlier, endorsed in the union assembly at Losami village on September 12 last year, he said.
Irrespective of PIL against a particular department, Vadeo said that issue of backdoor appointment was applicable to all departments, by using the same yardstick against the violation of Supreme Court’s order for appointment to any post under the state only after proper advertisement and also violation of article 16 of the constitution.
He also reiterated CSU’s stand that the decision to take up the case was not to target any particular tribe or individual but to stop the rampart backdoor recruitment practice in the state.
Last year, CSU had submitted a representation to the government through DGP in August last and had served 10 days ultimatum on the state government through a representation to the chief minister with copies forwarded to Governor, Home commissioner and DGP to revoke all illegal appointments in Home department on November last, however Vadeo informed that no reply or action was received.
He further said that the statement made by the chief minster to constitute a new recruitment policy as reported on November last was “welcome”, however the seriousness of the government was not seen till now, as objective of the committee was not produced in written form to CSU.
CSU also invited organizations if they want to include data while filing the PIL.
