Cluster approach for small industries

In view of developing small enterprises to meet the challenging opportunities and threats, cluster approach is seen to be the most viable approach. Micro and macro industries play major roles in the industrial, planning and employment scenario, thus if implemented in a cluster approach, there would be greater impact in the development process. The policy of cluster development approach was fully recognized by the Government in the 11th 5 Year Plan.
A sensitization workshop on cluster development organized by the Indian Institute of Entrepreneurship (IIE), Guwahati, and sponsored by the Ministry of Micro, Small and Medium Enterprises, Government of India, was held at Department of Industries and Commerce Kohima on Tuesday. The main objective of the workshop was to orient prospective stakeholders on cluster development, form partnership amongst various departments and evolve the strategy by bringing representatives from all districts of the state.
Giving an overview of Regional Resource Centre (RRC) and cluster development approach and methodology, faculty and head of Centre for Industrial Extension, IIE, Dr. Sriparna B. Baruah asserted that policy initiation and support from the State Government would enhance cluster development in the state, which would help in the development process. Dr. Baruah stated that the RRC would take holistic approach towards capacity building, provide support and devise policy interventions in sustainable cluster development.
In regard to its objectives, the IIE opened the state centre on cluster development for Nagaland in Dimapur district, as was done in the other North East states with its nodal office at Guwahati. This was mandated to the IIE by the Ministry of MSME, Government of India.
Director of Industries and Commerce, G. Keppen opined that many industrial and business activities done on individual approach fail to flourish, thus he emphasized on cluster approach in any field or project. Keppen called upon the District officials and their subordinates of the district levels to identify and promote any activity in their jurisdiction in a cluster approach. He also stressed on the importance of close coordination between the people and the officials in the district level. Keppen further urged the officials to educate and sensitize the masses and the youth on the importance of cluster approach and promote it. 
A presentation on Small Industries Cluster Development Programme was given, while the programme was chaired by A.K. Barual, faculty and chief programme coordinator, IIE.
