Debate over reply by Parl. Secys

Former Chief Minister KL Chishi on Thursday remarked in the state assembly that Parliamentary Secretaries should not be allowed to give answers when directly given by the Ministers concerned. Chishi said that the Ministers are sworn in by the Governor who administered the oath of office and secrecy while Parliamentary Secretaries are sworn in by the Chief Minister. He also said that ministers take oath of secrecy and when assembly matter come up and the minister should reply. State Chief Minister Neiphiu Rio clarified that there were instances when Parliamentary Secretaries were appointed in the central government and even now many states in the country are appointing Parliamentary Secretaries. The Chief Minister also told the house that the proceeding of executive business in the house enshrined that Parliamentary Secretaries can give reply. In the chair, Deputy Speaker Ralangthung Yathan also gave the ruling and states according to the Rules of Procedure and Business conduct in NLA, the Parliamentary Secretaries can give reply on assembly matters.
