Vision 2020 sans security

The Vision-2020 for the North Eastern states has not covered the vital security aspect that is closely related to the socio-economic development of the trouble-torn region. “The chapter on security issues related to improving the security scenario was left out deliberately as the North Eastern Council (NEC) is concerned more with development issues,” DoNER minister, Mani Shankar Aiyar said. Aiyar, who chaired the two-day thematic Group discussion on Vision 2020 NER felt that security issue cannot be discussed in the vision document as the subject is sensitive and confidential. He, however, felt that the Council can provide valuable suggestions to various states to improve the security situation. However, policy makers from the region felt that the government should have included a chapter to improve the security scenario in the region. “Security and development co-exist and we strongly feel that a chapter on security issues should have been included in the Vision document, especially with the region having a number of insurgent groups,” a sitting legislator from Manipur said. In fact, Chief Ministers and Governors of North Eastern States had earlier demanded the involvement of NEC on security related issues to improve law and order situation in the region. Aiyar said that efforts have been made by the Government to project the NE Region as a safe place for investment where insurgency is confined to only limited pockets. The Union Minister, however, felt that the portrayal of north eastern region as a restive region was exaggerated by the media. “North East is a peaceful destination. While, Meghalaya, Mizoram, Arunachal Pradesh and Sikkim have been identified as safe areas, there is significant improvement in the law and order situation in Manipur, Assam, Nagaland and Tripura,” he said. Aiyar said situation in Nagaland was improving barring the factional fights between the two Naga warring groups. Meanwhile, the Union Minister said that the 17 Thematic Groups have prepared this Action Plan for the implementation of the Vision 2020. An Apex Committee has been formed to implement the Action Plan once formulated.
