Forum of civic bodies resolves

In response to suggestions solicited by the state Urban Development on the proposed amendment to the Municipal Act of 2001, the All Nagaland Municipal and Town Council Forum now renamed as Nagaland Municipal and Town Council Forum held a meeting here. The Forum resolved that an Anti-Defection Clause be included as the bodies were comprised of elected members of political parties. It was also resolved to seek separate budget provision for municipal and town councils to be reflected in the state’s annual budget and approved by the state legislature. The Forum also resolved that impeachment proceedings against incumbent chairmen of the civic bodies be reviewed by the Nagaland Assembly. It was also resolved that the civic bodies be empowered with all the provisions contained in the Municipal Act 2001. Further, the Forum also sought a review of the notification on 33% for women reservation in the civic bodies passed by the assembly in 2006. Earlier DMC chairperson Khekaho Assumi called upon the members to change the mindset for the better. He also pointed out taxes like property and sanitation, be collected by all the town and municipal councils to develop their areas. He also thanked the state government for providing an opportunity to the civic bodies to present their views in the interest of society. In his speech KMC chairperson Vipopal Kintso shared some of the difficulties in implementing the Municipal Act 2001 urged the state government for review of some of the clauses. Neivos Rutsa, KMC member also enlightened the meeting about his views and experiences. About 18 members from Dimapur Municipal Council, Kohima Municipal Council, Mokochung Municipal Council, Wokha Town Council, Chumukedima Town Council, Medziphema town council, Zunheboto Town Council and Jalukie Town Council were present at the meeting. The benediction was pronounced by Dy. Chairperson, DMC, D. P. Angami.
