NPSA raises favouritism issue

The Nagaland Police Service Association (NPSA) has opposed the proposed out-of-turn promotion of Additional SP (MT), PHQ, MKR Pillai to the rank of SP. The Association in a memorandum to Chief Minister Neiphiu Rio recently was learnt to have threatened to initiate its own course of action, including legal options, if the proposed promotion was effected. According to sources, the out-of–turn (Ex–cadre) promotion of Pillai, presently ASP (Ex-cadre), MTO PHQ, to the rank of SP was being processed. When contacted, some members of the NPSA confirmed the report of the proposed promotion. They also informed that a delegation of the association had met the chief minister in Dimapur on February 7 and submitted a representation on the issue. The chief minister reportedly assured the NPSA members that “justice would be done”. It may be mentioned that in October 2005, the association had strongly opposed the move to accord out-of-turn promotion to the same Additional SP to the rank of SP and submitted a representation to the chief minister in 2005, prompting the authorities to stop the promotion. The association also alleged that the officer was shown numerous unprecedented favours by the successive governments over the years. It said Pillai was appointed as GD Constable in DEF Mokokchung in 1971 and subsequently transferred to 4 NAP before he was given out-of-turn promotion to the rank of Naik in 1974. He was again promoted to the rank of Havildar in 1975 by superceding hundreds of other constables and NCOs who were senior to him. Another out-of-turn promotion was given to him by promoting him to the rank of ABSI in 1981and was posted as ABSI (MT) in 6 NAP and ABSI(MT) PHQ in 1996. In yet another out-of-turn promotion the same year, he was promoted as ABI (MT) though no such post existed at that point of time. Again, he was given out-of-turn promotion to the rank of DSP (Vigilance) in 1999 which was later converted to DSP (MT) PHQ and Additional SP (MT) PHQ subsequently in 2004. The NPSA said no such posts exited in the PHQ and were created only for him.
