SIT to probe anomalies in Edn. deptt.

Taking serious note of the various anomalies in the state School Education department such as appointment/transfer order of teachers, unusually high expenditure etc, the state government has constituted a Special Investigation Team (SIT) under the State Vigilance Commission to unearth and identify the circumstances leading to the irregularities in the department. According to an official statement issued by chief secretary Lalhuma, the SIT, to be headed by DIGP, Vigilance & Anti-Corruption (VAC), James I Yaden would comprise additional SP VAC I Meyionen Jamir; SP VAC Shiwoto Wotsa; deputy SP VAC Nzanbemo Lotha; deputy SP VAC M Emongtoshi; inspector VAC Oponlumi and inspector Viliehu Rutsa. The education department observed that a large number of appointment cases of teachers were not substantiated by records. There were also increasing numbers of instances of appointment/transfer orders being received in the district establishments (DISs) which were purportedly issued by officers in the directorate of school education who denied that the signatures appended to the appointment orders belonged to them. Moreover, the format of the appointment orders was also not in consonance with the kind of appointment orders issued by the department. It was further observed that there was an unusually high expenditure under the salary heads of some DDOs, the reasons for which the DDOs concerned were unable or unwilling to explain. To study all such irregularities, the SIT has been asked to complete its investigation within four months and also submit progress/interim report to the chief secretary and additional chief secretary, School Education from time to time. The charter of duties for the SIT would include verifying the authenticity and legality of all appointment orders of teachers made during the period 2007-08 and 2008-09, examining files, documents and records of administrative approval and subsequent authentication of such approvals accorded, and identifying person (s) who are involved in processing appointment of teachers through fraudulent means or through misinformation with the intention to appoint candidates without posts being available. The SIT has been empowered to requisition and seize any file/document/record required for the verification and to all summon and interrogate any person (s) as witness, to arrest and prosecute all such officials/individuals/persons found preparing or producing fraudulent appointment orders where the police would render all necessary assistance during its tenure. It has also been empowered to co-opt/requisition services of any officer of departments whose assistance would be required for conducting the verification in the districts where fraudulent appointments were suspected to have been made. The SIT can also seek assistance of village authorities/NGOs and such other local bodies/organizations including general public for carrying out the verification.
