State’s FC invites views

Nagaland’s first Finance Commission (FC) has invited suggestions from members of the general public, institutions and organizations on issues relating to its terms of reference. The Commission was constituted by the government of Nagaland on August 1, 2008 under Section 122 (1) of the Nagaland Municipal Act 2001. The task of the Commission is to make recommendations covering a period of five years commencing from April 1, 2010 on the principles which should govern the distribution between the State and the Municipalities of the net proceeds of taxes, duties, tolls and fees that could be levied by the State. According to an official bulletin, Commissioner & Secretary and Member Secretary, FNSFC, Temjen Toy in a notice said that in making its recommendations, the Commission shall have regard, among other considerations, to the objective of balancing the receipts and expenditure of the State Government and the local bodies and for generating surplus for capital investment. The Commission while making recommendations would also have regard to the resources of the State government and demands thereon particularly in respect of expenditure on civil administration, maintenance and upkeep of capital assets, maintenance expenditure on plan schemes and other committed expenditure or liabilities of the State. It asked interested individuals and organizations to send their suggestions/views by April 30 to the Commissioner & Secretary to the Government of Nagaland, Urban Development Department and Ex-Officio Member Secretary, First Nagaland State Finance Commissioner, Nagaland Civil Secretariat, Kohima by post or through email to [email protected]
