Poll monitoring teams

To enforce and monitor the Model Code of Conduct, which came into effect on March 2, Chief Electoral Officer, Nagaland CJ Ponraj has directed all district election officers (DEOs) of the state to constitute district level monitoring team in each district comprising a senior administrative officer, a police officer and a videographer. The CEO in a notification on Thursday also said the Assembly constituencies going to the by-polls will have separate monitoring committee for each constituency in addition to the district level committee. The notification has directed the DEOs to review reports, including newspaper reports, of violation of Code of Conduct on a daily basis and submit a consolidated report to the CEO in the proforma prescribed by the Election Commission of India. To enquire into the genuine complaints, the CEO has asked the DEOs to identify senior credible officers in the district including police and direct them to undertake investigations/inquiries on a day-to-day basis before submitting the report for follow up action. As per the notification, the DEOs will, among other things, will pay special attention to the instructions issued by the Commission under the Model Code of Conduct relating to the tours of ministers, misuse of official machinery, use of liquor and money power, announcement of new welfare schemes and government works. The notification further urged the DEOs and SPs to bring the Model Code of Conduct to the notice of all political parties, candidates and administrative and police officers for compliance to conduct free and fair polls.
