With the Modal Code of Conduct (MCC) already in force since March 2, the NPCC has sought action over a Tender advertised in the local dailies on March 5 by the state PWD department. Nagaland Pradesh Congress Committee (NPCC) vice president, Nillo Rengma in a complaint to the Election Commission of India (ECI) forwarded through the state Chief Electoral Officer, Nagaland pointed out that the Chief Engineer, PWD (National Highways), Nagaland had advertised Notice Inviting Tenders on percentage basis to undertake works on the National Highways-155 in Nagaland from the Registered Contractors of NPWD Class-I/CPWD/MES. NPCC said that with the date for parliamentary elections being announced, notifying such tenders was in total violation of the Modal Code of Conduct. It asserted that the work order cannot be given to anybody till the election process was completed. NPCC urged the Election Commission to halt further execution of the tenders and also initiate action against the Minister in-charge of the Department for ignoring and violating the election code of conduct so that the ensuing parliamentary elections could be conducted without any bias and in a free and fair manner.
