No full Budget

The state government has decided to defer the presentation of the full Budget for 2009-10 and instead present a vote on account for four months with effect from April to July, 2009 following an advice by the Election Commission of India on Monday. Even though the Constitution of India does not forbid any state under the election process from presenting and passing a full budget, the decision to present a vote on account in the House in the third session of the 11th NLA was taken in deference to the advice of the Election Commission, press secretary to Chief Minister Abu Metha said in a release. Meanwhile, according to a release issued by NLA secretary AE Lotha the session would include obituary references, questions, laying of reports/papers, debate on the governor’s address and adoption, presentation of supplementary demands for grants for regularization of excess expenditure for the years 1996-97, 2008-09, vote on account for the year 2009-10, passing of the Nagaland appropriation (No.1) Bill, 2009, appropriation (No.2) Bill, 2009, appropriation (No.3) Bill, 2009 and adjournment of the session sine-die on March 13.
