Election Commission of India has issued clarifications in matter of applications for certification of political advertisements on TV channels/cable networks/Radio. In a letter addressed to the chief electoral officers of all states and Union Territories on March 20, the ECI has laid down the following guidelines: (i) If Central Office of any of National Parties or State Parties with headquarters in Delhi seeks certification of same advertisement in multiple languages (Hindi/English and in regional languages), the advertisement material in each of the languages along with certified transcripts should be submitted to committee in the office of CEO, Delhi. (ii) If Central Office of any of National Parties or State Parties with headquarters in Delhi wishes to seek certification of advertisement in any regional language (without there being any Hindi/English version of the advertisement), the application seeking certification will have to submit to committee in office of CEO of state. (iii) Any advertisement certified for telecast/broadcast by committee in office of CEO, Delhi, on application from Central Office of National Parties and State Parties with headquarters in Delhi, will be valid for telecast/broadcast throughout India in all States and UTs. Parties should submit a copy of certificate obtained from committee in Delhi to CEO of State in which such advertisements are proposed to be telecast/broadcast. For Regional parties all advertisements shall be certified by a committee constituted under the chairmanship of Returning Officer, Parliamentary Constituency. Any appeal against the decision of this committee would be referred to Appellate authority under the chairmanship of CEO and members including Observer for Kohima and one expert from DDK.
