Describing the picture of what it said was the “traumatic state of condition” in Nagaland over the “gruesome and brutal crime” of rape and murder of an innocent minor Naga girl, Gaipuilu Gangmei on April 17at Mahipalpur area, New Delhi, the NPCC has petitioned Delhi chief minister, Sheila Dikshit to personally intervene in the case. NPCC president, K. V. Pusa in a letter urged Diskhit initiate steps to bring the culprits to book in all earnestness and punish them with stringent and severest law of the land as a strong deterrent measure. The NPCC also requested the chief minister to direct the state machineries to be more prompt and pro-active in initiating a confidence building measures so as to ensure and develop a sense of safety and security to the people of North East region in Delhi. The NPCC president said the Northeast people considered their Region as a part of the whole body of India and therefore looked upon the people of Delhi including the Delhi Government as their guardians whether they were students, employees, businessmen etc. The NPCC however expressed concern that the index of crimes such as discrimination, harassment, molestation etc against Northeast people have risen enormously becoming a frequent occurrence. It said the justice dispensed to the affected persons was also found to be incommensurate with the degree of crimes the perpetrators have committed. The NPCC pointed out that the “apathetic and indifferent” attitude shown by the concerned authorities had placed the people of the Region in a vulnerable position.
