Ningshen remanded to 10 days CBI custody

‘Lt Col’ Hopson K Ningshen of the NSCN (I-M), the main accused behind the gruesome murder of three government employees including SDO, Kasom Khullen of Ukhrul on February 17 has been remanded to judicial custody for 10 days after he was produced at the court of the Chief Judicial Magisterial (CJM), Ukhrul. Prior to producing him at the temporarily set up mobile court of the CJM Ukhrul security was extra tight at Imphal Airport after he was airlifted from Dimapur by a special flight of the Indian Air Force to the Tulihal Airport, Imphal at around 12 noon.The CBI is handling the case. The accused was immediately afirlifted by the same aircraft after to New Delhi after the CJM gave 10 days custody for further interrogation. Reporters were barred from entry into the temporary court complex inside the Imphal airport. According to an official of the state police department, tight security measures in the temporary court complex and ban on the media persons was enforced to prohibit entry into the court room where the case was being taken up. The production of Ningshen in the court and obtaining remand was made a day after the CBI submitted its investigation report to the Imphal Bench of the Guwahati High Court where hearing for PIL regarding the case was conducted. The court directed the state government to submit a complete investigation report of the FIR case registered with the Ukhrul police station in connection with the murder of the three government employees which rocked the state. The Government of India has entrusted the CBI to investigate into two FIRs filed at different Police Stations relating to the abduction and killing of Dr Thingnam Kishan, SDO Kasom Khullen and two of his subordinates and attempts, abetments and conspiracies in relation to the offence or any other offences committed in the course of the transaction or arising out of the same facts. The Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Government of India, through its notification on March 24, 2009 issued by the Under Secretary, Chandra Prakash has extended the power and jurisdiction to investigate the abduction and killing. According to the order, the Central Government with the consent of the Government of Manipur, Home Department, Imphal extended the power and jurisdiction of the members of the Delhi Special Police Establishment to the whole of the state of Manipur for investigation of FIR No. 8(2)09 under sections 365, 368 and 34 of the IPC, 1860 (Act No 45 of 1860) registered at the Police Station Ukhrul and FIR No.3 (2)09 under section 302 of the IPC, 1860 (Act No 45 of 1860) registered at Police Station Senapati, Manipur relating to the abduction and killing of the three government officials. In a sudden development , the NSCN (I-M) which awarded on May 14, seven years rigorous imprisonment for Ningshen, handed him over to the CBI authority through the Naga Hoho, Thursday.
