Verification of Gr IV, teachers under SED Dimapur

Verification of appointments and transfers of Gr IV employees(chowkidars,peons,sweepers) and teachers of high schools and higher secondary schools under the office of the District Education Officer (DEO) and Gr. IV employees and teachers of primary and middle schools under the office of the Deputy Inspector of Schools (DIS) Dimapur were conducted by the Special Investigation Team(SIT) of the Vigilance Commission at the DEO office on Wednesday amidst tight security. Hundreds of teachers and employees turned up, most with appointment or transfer orders while some failed to do so. It may be recalled that the appointment scam surfaced after certain anomalies of pensioners were detected under the department of school education, leading to discovery of bogus teachers and appointment orders of 3000 employees from 2002-07. The state government constituted the Special Investigation Team (SIT) of the Vigilance Commission to undertake the onerous task of verification in various districts. Some underground functionaries had issued death threats to the head of the SIT, the additional chief secretary and principal secretary school education and the chief secretary. The SIT is to verify and submit its findings to the state government for further and necessary action. The state government has withheld salaries under some DEO and DIS till the verification process is over. Many teachers, interacting with this reporter, backed the probe while some resented withholding of salaries due to the probe. One teacher speaking on condition of anonymity said verification was a good initiative but appeared pessimistic about government action. An official from the investigating team also disclosed that some of teachers admitted they were appointed through “unfair means and bogus appointments”. It may be mentioned that a total of 126 appointments of teachers including grade IV employees under DIS, Dimapur would be cross checked while a total of 60 appointments were listed under DEO, Dimapur. A total of 39 teachers who were transferred from January 1, 2007 were also listed. Edn dept. clarifies stand Drawing attention to a stir threat by some teachers under DIS Niuland for non payment of salary, the state government Wednesday clarified its position to the public. In a release here school education additional chief secretary, Banuo Z Jamir disclosed that out of a total of 978 teachers (as per the record submitted by DIS Niuland), 570 teachers were recorded as transferred from DIS Dimapur when DIS Niuland was created in 2006, whereas the remaining 408 teachers were either reported as appointed or posted after bifurcation and from the period January 1, 2007 onwards. Pointing out that salary of 570 teachers was released, as they were already in service before the period under investigation by the SIT, the statement said: “The agitation is therefore, being taken up by the second category of 408 teachers.” Regarding this second group of 408 teachers, the department said it has just completed verification and found out that only 32 cases were genuine; 228 cases doubtful; documents were not found in the list submitted by DIS Niuland with regard to 13 cases; 79 cases appointed against old post creation by the department, 7 cases forged while no documents or records were found with 42 cases. “It is apparent from the findings of the verification conducted that there are clear instances of doubtful, bogus appointments and of teachers holding forged documents, the government has no option but to withhold the salaries until the investigation by the SIT is completed and such bogus teachers are weeded out,” the statement maintained. Further, the department said that with regard to 79 cases of appointments against old post creation, a “uniform policy” has been adopted throughout the state not to release the salaries of such appointees till the post vacancies were authenticated. Asserting that since this policy was applied to all such category of teachers throughout the state, the statement said, therefore, it would be unable to release the salaries to such category of teachers till the investigations were completed. However, it said that government would release the salaries of the 39 teachers whose appointment were found to be genuine. It may be noted that the scope of the Special Investigation Team (SIT) of the Vigilance Commission probing appointments of bogus teachers has been expanded by the state government. The scope of the SIT will cover appointments made since 2002 in general and any other specific doubtful cases of appointments prior to 2002.
