“Tainted” former Lok Sabha official R Kothandaraman has quit as the Principal Secretary of the Meghalaya Assembly. “Kothandaraman had submitted his resignation letter to me on Friday evening,” Assembly Speaker Charles Pyngrope told today. Kothandaraman’s resignation is significant in the wake of three NGOs giving the Speaker a ten days time for his removal. The deadline was supposed to end on July 10. The Speaker, however did not say whether he have accepted Kothandaraman’s resignation letter. “He has already left Shillong and I think he had intended to quit his post after the just concluded re-assembled Budget session,” Pyngrope said. According to sources, the three NGO and Assembly staffs had opposed the appointment of Kothandaraman as Principal Secretary saying that there were no justifications for his appointment. They said that if an appointment of Principal Secretary is needed, the Speaker should appoint an IAS or a state Civil Service official to provide efficient admnistration of the Assembly Secretariat. Infact, several MLAs, including ministers in the DD Lapang-led ministry have expressed reservation over the appointment of Kothandaraman, who is accused of anti-government activities. Controversial Kothandaraman was appointed as Principal Secretary of Meghalaya Assembly on a two-year contract basis with a salary of Rs 75, 000 per month exclusive of other benefits. Former Goa Chief Minister Luizinho Faleiro, who is AICC Secretary in-charge Meghalaya was instrumental in the appointment of Kothandaraman as an officer in the Meghalaya Assembly secretariat. Incidentally, former Goa assembly speaker Pratap Singh Rane sacked Kothandaraman after being exposed in alleged extra marital affairs with a staff member Goa Assembly secretariat. He is also facing an inquiry for his alleged anti-government activities on a complaint filed by Governor of Nagaland, where he was posted earlier. The former Meghalaya Assembly Principal Secretary was also chargesheeted for threatening the Secretary General of Lok Sabha Secretariat PDT Achary.
