M’laya CM reallocates portfolios of ministers

In the wake of political rumblings in the Congress party ranks, Chief Minister DD Lapang on Tuesday brought about re-allocation of portfolios of five ministers, as a move to strengthen his support base within the Congress-led Meghalaya United Alliance (MUA) coalition. Lapang has relinquished Public Health Engineering and Co-operation portfolio and allocated it to his confidants Prestone Tynsong of Congress and lone Khun Hynniewtrep National Awakening Movement (KHNAM) legislator Paul Lyngdoh. Lapang would however continue to hold the Home portfolio despite pressures from the opposition NCP for him to give it up. The important portfolios of Industries, Planning and Implementation and other department not allotted to other ministers. This is the first reallocation of portfolios in the month-long ministry of Lapang. In the reallocation of portfolios, the Chief Minister has relieved Tynsong of the Public Work Department (Roads) portfolio which was given to Community and Rural Development Minister Martin M Danggo. Tynsong, however, still retained the District Councils Affairs, General Administration Department, Revenue besides the two new portfolios Public Health Engineering and Border Area Development Department allocated to him. On this occasion, the major gainer appears to be Danggo who has been allocated the Public Work Department (Roads) portfolio, besides retaining the Community and Rural Development, Veterinary and Animal Husbandry and Parliamentary Affairs portfolios. Lyngdoh, the KHNAM legislator who was instrumental in toppling the previous Meghalaya Progressive Alliance (MPA) government has also been rewarded with Cooperation portfolios, while retaining Urban Affairs, Municipal Affairs, Civil Defence and Home Guards and Home (Jail). However, the Excise portfolio which was held by Lyngdoh has been given to Minister of State Limison D Sangma Lapang seemed to have also appeased M Ampareen Lyngdoh, the woman cabinet minister and yet to be elected legislator by reallocating the other half of the education portfolio, namely, Elementary and Mass Education and Stamps and Registration. Earlier, Lyngdoh was holding the Higher and Technical Education portfolio besides Printing and Stationery. Minister of State Limison D Sangma who has been relieved of independent charges Elementary and Mass Education has been compensated by independent charge of Excise department. In the new dispensation, he will also assist Minister Community and Rural Development, Urban Affairs, Public Health Engineering and Sericulture and Weaving departments.
