No authorization on toll taxes

Minister for Urban Development, Dr. Shurhozelie said that the state government had not authorized any Municipal Councils or Town councils to collect toll tax on the state roads and National Highways. Replying to starred questions raised by Congress MLA Tokheho, the minister however said that the councils have been given the power to levy various taxes with the prior sanction of the state government, under section 120 and 175 of the Nagaland Municipal Act, 2001. In his supplementary, Tokheho drew the attention of the house to the “lots of differences” in tax collection citing the toll taxes, challan transit pass which were in circulation in Municipal Council and Town Council. He demanded uniformity in all these businesses. However, the minister said it was not possible to maintain uniformity in taxes too, saying that there variances in distance where the problem of accessibility also come in. When Tokheho persisted that it was the duty of the state government to amend the rules of Nagaland Municipal Act, 2001, the minister replied that the municipal elections was conducted in 2004 and its first tenure was yet to be completed and asserted that there was no lapse on the Act. Senior Congress KL Chishi also said that the collections were going on and demanded an assurance from the leader of the house on the matter. State Chief Minister, Neiphiu Rio replied that if there were any lapses, then the government, municipal and town council would get together to resolve the issue to ensure that the people were not taxed.
