Finance deptt clarifies

Drawing attention to successive allegations made by Congress party leaders through the local media with regard to financial position of the state government, the state finance department Friday clarified that there was no “substance” in those allegations. In a press note issued here today, the additional chief secretary and finance commissioner, Toshi Aier said since the closing deficit for the current year 2009-2010 was estimated at Rs.495 crore there was no substance in allegation that current deficit of the state was “pegged at Rs.600 crore” or it has touched around Rs.900 crore. The finance department highlighted that effective closing deficit of the state at the close of the last year i.e. 2008-2009 was at Rs.446.55 crore, as against the estimated closing deficit of Rs.471.31 crore projected in RE 2008-09. Claiming that the state has substantial cash balance with the RBI at present and that the cash balance position was expected to remain “comfortable” during the rest of the year also, the department said there was no anticipation of embargo by the RBI as alleged. Rebutting the allegation that DAN government was managing its finances through ways and means from the Centre, the department also said the allegation has no basis. It was pointed out that since 2005-06 the state government had not obtained “any ways and means advance” from the central government. With regard to the flow of central funds under CSS and NLCPR, the finance department clarified that central government released funds under the schemes only after the receipt of utilization certificates.
