Police in Imphal on Tuesday allowed representatives of Apunba Lup, the organization spearheading the agitations against fake encounter to submit memorandum to Governor, Gurbachan Jagat after two days of heated confrontation with police. Representatives of the Apunba Lup coming out after audience with the Governor at the Raj Bhavan claimed the Governor assured them of looking into their demand and to give him 20 to 30 days for consideration and translating it into action. Meanwhile, district authorities relaxed the curfew in Imphal east and west districts for four hours from 5 am till 9 am on Tuesday. No untoward incident were reported during the curfew hours except for protesters burning down effigies of chief minister, O Ibobi Singh, DGP, Y Joykumar and police commandos in some places of Thoubal and Bishnupur districts. Around 100 people gathered at a private residence at Keishampat on Tuesday in Imphal west and prepared for a rally towards the Imphal Raj Bhavan defying the curfew. A police team rushed to the private residence in a bid to foil the rally, however the gathering did not disperse despite police arrival. After a brief heated exchange of words when the gathering people pressed the police to allow them proceed to Raj Bhavan and submit the memorandum which they could not submit on Monday as planned and police agreed to let five representatives submit the memorandum on Tuesday around 1 pm. The memorandum drew the attention of the Governor to the demand of the people by awarding of exemplary punishment to the responsible police officers trying to cover up the killings and also against the irresponsible statement given by the Chief Minister of Manipur. The Governor assured them of taking up whatever action that can be taken up at his level. Briefly talking on the contents of memorandum, L Mema who was among the five representatives of the Apunba Lup who called on with the Governor said the SPF government, under the leadership of O Ibobi Singh, has become a government killing the highest number people in fake encounters. They also informed the Governor that instead of heeding to people's grievances in the wake of mass agitation against July 23 fake encounter, the Manipur government was unleashing a reign of terror and torture among the people.
