Urban Development Department (UD Deptt) is purely a technical department. The duties and responsibilities of UD Deptt will be to look after all aspects of engineering subjects from major urban projects to nitty-gritty developmental activities of cities and ever increasing townships in the state. With growing trend of urbanization in the State and ever increasing schemes coming from the central govt., the work loads of UD deptt would be growing enormously each day.
In regard to the demand of Association of Engineers (AOE), NPWD & All Nagaland Diploma Engineers Service Association (ANDESA) and support given by Association of Power Engineers of Nagaland (APEN) & Association of Public Health Engineers (APHE) to amalgamate UD deptt into Works & Housing Department (W&H Deptt) for proper cadre management of civil engineers of various govt. departments appear rational and sensible. APEN’s demand for amalgamation of newly created department; NEW RENEWABLE ENERGY (NRE) Deptt is also very reasonable as the new department would be dealing in energy matters, which will be purely technical.
Govt. of Nagaland in this respect has already conceded to the demand of Federation of Nagaland State Engineers Service Association (FONSESA) in 1998 to amalgamate all engineering wings of different departments into W&H deptt to maintain and manage common cadre of all engineering/ technical wings, except Nagaland State Transport, Geology & Mining and Agriculture Departments, by working out modalities of fixing inter-se-seniority of the officers of different departments coming into W&H deptt.
In this connection, it is interesting to note that, when Association of Civil Engineers of Power Department (ACEPD) demanded the implementation of amalgamation of Power deptt Civil Engineers into W&H deptt in line with govt.’s 1998 Amalgamation Notification, wherein only Nagaland State Transport, Geology & Mining and Agriculture Deptts were excluded, AOE in 2006, 2007 & 2008 went vehemently against the principle of amalgamation and sabotage the implementation of amalgamation of Power Deptt Civil Engineers into W&H Deptt.
The disagreement of AOE against amalgamation of Power deptt Civil Engineers was that, Civil Engineers of Power deptt got faster promotion due to created/ available sanctioned vacancies, while the same batch NPSC engineers in NPWD may be in the lower rank till date. The offer & criteria of ACEPD for implementation of amalgamation was although, to fix inter-se-seniority based on NPSC merit list, since the NPSC exams for civil engineers of NPWD and Power deptt were same, and so that, as per NPSC merit list, lower or higher ranked officers be promoted first, irrespective of present post held by any officer in either department.
AOE by stopping amalgamation of Power deptt Civil Engineers into W&H deptt has thus hugely contradicted their stand and has disclosed its double standard approach and principle.
UD deptt certainly has grown very lucrative in the recent times with JNNURM, EAP, Kohima Road programmes.
