NPCC member 17 Chizami A/C Phek V. Lasuh refuting to the rejoinder issued by Vekhochi Keyho, President and Purada, Joint Secretary of VDB Association Phek on misuse of NREGA fund stated that it was nothing but an “eye-wash to fool the innocent general public”
NPCC 17 Chizami A/C Phek has urged to check the authority of VDBA Phek whether it was a registered association or just another “self-styled money deducting organization”.
VDBA Phek having a government employee as its President was against the service conduct rule and the department and should take appropriate action stated the press release issued by the 17 Chizami A/C Phek member.
According to 17 Chizami A/C Phek the memorandum of the association and its objective in particular should be examined by appropriate authority as it was very clear that the existence of the association was not for public interest but for their personal interest holding public office.
That, some job card holders prefer to keep their job cards with the VDB was a blatant lie because job card holders in every village complained that they were not given job cards. 17 Chizami A/C Phek stated that VDBs were required to enforce rules and not take alleged preferences of beneficiaries as excuses and was the duty of VDBs to check the authenticity of applicants for job card before registering.
It also stated that till today NREGA officials refused to disclose the actual man-days for 2008-09 excluding convergence. They also refuse to disclose the sources of convergence fund. As per the RTI reply to DCC Phek, each job card holder was entitled the following man-days wages during 2008-09 including convergence; Meluri Block - Rs.5100/- per job card holder for 51 man-days; Kukruma Block - Rs. 5000/- per job card holder for 50 man-days; Sekrezu Block – Rs.4800/- per job card holder for 48 man-day; Phek Block – Rs. 5150/- per job card holder for 51.5 man-days and Pfutsero Block – Rs. 5040/- per job card holder for 50.4 man-days.
NPCC 17 Chizami A/C Phek further alleged VDBs of holding the job card holders’ wages on the pretext of not working and keeping the work orders of the projects as monumental secret which proved that jobs were not demand-driven but imposed by VDBs.
It also stated that in many villages, job card holders from other political parties other than DAN parties were not given job under convergence claiming that convergence fund was gifted by concerned MLAs/Minister
The release stated that if VDBA was really for the welfare of the people, it should demand honorarium from the appropriate authority because provisions were made available within NREGA fund, instead of deducting the poor peoples’ wages and amassing material components fund.
It also stated that if VDBA and NREGA officials wanted to deny that they did not corrupt the NREGA fund, the DCC Phek challenged them to come for open debate in appropriate public forum.
