NCSU files RTI on construction of training complex

Drawing attention to the construction of Police Training Complex at Ruzaphema, the Nagaland Contractors and Suppliers’ Union(NCSU) has asked the Chief Information Officer (CIC) Nagaland to take action against those involved for violating various sections of the Act. NCSU president Pele Khezhie and general secretary John Kath,in a representation to the CIC, stated that having got wind of the work already allotted for the above work, filed written query under the RTI Act to the Public Information Officer(PIO) under the PHQ on August 25 seeking information on the following: 1. Whether PFR/DPR was prepared for execution of the work;2.if tender was floated, then photocopies of tender paper and newspaper clippings on the works;3. photo copies of work orders; 4. total cost of the project and 5. to whom were work orders allotted to. The signatories said in response, the PIO(PHQ) furnished a copy of the chief engineer(Police Engineering Project) indicating that as per query numbers 3 & 4, a firm M/S Zynorique Consultant was given work for preparation of DPR. Further, on whether tender was floated( as per query number 1), the PIO purportedly said the chief engineer(Police Project) was the competent authority to allot the works. To this, NCSU pointed out that it was a complete violation of government standing order that all works were to be tendered. Next, NCSU expressed resentment at the “adamant attitude” of the department in awarding the works without floating tender and that all such works were to be allotted only to contractors and suppliers having registered identity cards of the NCSU.
