State government has informed that despite of various guidelines issued by the government from time to time, many departments were not adhering to prescribed rules and procedures for making appointments in various categories of post.
It was also observed that appointments were made on contract basis against standing government orders. Appointing persons in contract basis also defeated the very purpose of roster system for backward tribes in the state because of which many departments were not able to maintain the reserved percentage prescribed for the backward tribe, stated an official bullitin.
As a result of the implementation of the Nagaland Retirement from Public Employment (2nd Amendment Act 2009), approximately 3000 vacancies will arise with effect from October 31.
All departments are directed to notify the vacancies immediately and make appointments through NPSC or by Selection Board as per government standing order. Through an Office Memorandum the State Chief Secretary Lalthara has stated that the government has decided to ascertain the number of vacancies that will occur on account of retirement in all government departments during the next three years i.e 2010, 2011 and 2012.
In this connection, all Heads of Departments have been requested to furnish detailed report on vacancies of sanctioned post for all grades that were coming up during the next 3 years to P&AR department as per prescribed format on or before October 31.
