:Nagaland Pradesh Congress Committee has questioned how the Rural Development department has been implementing the NREGA guidelines.
A release issued by NPCC vice president Nillo Rengma asked if the RD department was following the guidelines of the act, how did work orders amounting to Rs 26,00000 get passed on to an individual –because as per the act the NREGA scheme was meant for rural unemployed people under BPL for earning a livelihood and not for the employed or government servants and also work cannot be given on a contract basis.
The release stated that government of India had sanctioned the money on the strength of job card holders there was not a single paisa given to the department as discretionary fund and therefore ‘allocation of Rs 40,00000 to each MLA/Minister/ Parliamentary secretary during the current year’ amounted to ‘daylight robbery’ of the job card holders. He further alleged that in total violation of the act the department allotted Rs one crore to each constituency; “thereby siphoning off the fund’ questioning how many times will the DAN government and the RD department bend the rules to deprive the job card holders of their money?
The NPCC further asked about the percentage rate of deduction from the allocation of the fund for each approved scheme and sanction and if the deducted rate was paid back to the ministry of RD, New Delhi, or, it said the RD department would be held accountable and answerable to the people of Nagaland.
