Manipur government has reserved 3% for the persons with disabilities for filling up vacancies in its departments. With this, seats reserved for different categories rose to 53%. In Manipur 31% seats are reserved for scheduled tribes, 2% for the scheduled caste and 17% percent for OBC for appointment in government jobs and others like in the selection of government nominees for technical studies. An office memorandum regarding the guidelines to be followed in reservation to the appointment to government posts/service for the physically handicapped persons or persons with disabilities was issued recently on November 11. The guidelines have been issued for providing reservation in favour of persons with disabilities in order to bring them in line with PWD (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 which was pending with the government for quite some times an official said. In September this year, Cabinet of the Secular Progressive Front (SPF) approved to the reservation of 3% seats for people living with disabilities in government jobs under the Persons with Disabilities Act 1995. The decision was taken following strong pressure by the All Tribal Disabled Union Manipur (ATDUM) which threatened indefinite economic blockade on the NH-39 and launch of other forms of agitations. Under the guidelines, a 200 point post-based roster system shall be used in direct recruitment to post/services of the state government, Another 200 point post-based roster related with promotion to posts/services of the state will also be followed, it said. Under the guideline, persons with disabilities will get 10 year relaxation in age at the time of appointment of group C & D posts and at the group A & B posts through open competitive examinations. In case of direct recruitment to group A and B posts where recruitment is made otherwise than through open competitive examinations, a five year age relaxation will be made , the guidelines stated.
