Relief fund misused in Manipur

Refief fund amounting to Rs 46,5000 meant for providing assistance to victims of natural disaster in Bishnupur district released by the Manipur Relief and Disaster Management had been fraudulently withdrawn. According to official source, Bishnupur police registered a case after receiving complaint from K Panmei, Deputy Commissioner (DC) of the district under section 419/420/468 IPC, 13 PC Act and had already started the investigation. The actual amount released by the state Relief and Disaster Management was only Rs 54,000 through cheque which was received on November 25 for providing relief to six beneficiaries but the cashier allegedly manipulated it to Rs 46, 50, 00. Further, the cashier after receiving the cheque did not bring it to the notice of the DC nor deposited it in any of the bank accounts opened and operated in the DC office. In his complaint, the DC pointed out the cashier at his office, Ch Yaiskul Singh misappropriated the fund by using his (DC’s) forged signature. Further the misappropriation of fund came to the notice of DC when he investigated into the status of the relief fund. The DC in his thorough investigation found the cheque received by the cashier, Ch Yaiskul Singh of his office on November 25, 2009, the complaint letter stated alleging that the cashier used forged documents for the whole process.
