Probe into Mizoram ex-CM’s ‘disproportionate’ assets

The Gauhati High Court ordered a probe into the alleged disproportionate assets of former Mizoram Chief Minister Zoramthanga following a PIL submitted by PRISM. The court asked the state Anti-Corruption Bureau to complete its probe within four months from the date of issuance of the order. It was also directed that the report of the investigation be intimated to the writ petitioner, who may once again approach the court if situation demanded,’ PRISM (People’s Right to Information and Development Implementing Society of Mizoram) president Vanlalruata told UNI here today. Vanlalruata said the PIL was submitted to the High Court on June 14, 2007 against the Chief Minister’s misuse of power and accumulation of assets disproportionate to his known sources of income. Vanlalruata alleged that before becoming an MLA in 1987, Zoramthanga was a member of the MNF, a militant outfit, and his wife was working as a lower division clerk (LDC) in the PWD. “He had nothing then,” the PRISM president said adding during the past few years, after becoming the Chief Minister, he had accumulated assets unknown to his source of income. He also alleged that during his tenure as the agriculture minister, Zoramthanga had bought the infamous Aii Puk farm worth Rs 10 lakhs. The Chief Minister claimed that the property was worth Rs 2 lakh, it was learnt. Moreover, farming materials worth Rs 37 lakhs were diverted from the Agriculture and Minor Irrigation’s district agriculture office in Aizawl West to the Aii Puk Zau Cooperative Farming Society owned by Zoramthanga, the Prism alleged. Based on Mizoram Salaries and Allowances of Ministers Act 1999, Zoramthanga’s total remuneration added upto Rs 25,500 per month but the assets declared before filing the nomination for 2003 Assembly poll was over Rs 47,72,378, the Prism pointed out. Among others, the PRISM claimed that the Chief Minister even owned a Rs 18.65 lakh-Maruti Grand Vitra and was constructing a huge mansion in Chaltlang area here.
