Phek DCC to check NREGS through RTI

DCC Phek has stated that seeking information on the NREGS under Right to Information Act has often been misconstrued as filing a legal case or complaint against the implementing authorities. This has generated a misconception among innocent public that filing RTI application will block/ delay flow of NREGS funds. A joint release issued by NPCC joint secretary Suneyi Vadeo and DCC Phek president Mikha Kenye stated that the objective of the RTI was to ensure transparency and accountability in the working of every public authority and is a fundamental right given to every citizen to ask and to know how public fund is actually being utilized. Therefore RTI has nothing to do with flow of NREGS funds and is just “asking information and getting information”. The release stated that through the RTI District Program Coordinator and project director Phek has replied that the district has generated the following man-days in each RD block with a release of total fun against each job card holder during 2008-2009 Kikruma Block-50 man-days (Rs 5000 per job card holder); Meluri Block -51 man-days (Rs 5100 per job card holder); Sekruzu Block 48 man-days ( Rs 4800 per job card holder); Phek Block -51.5 man-days ( Rs 5140 per job card holder) and Pfutsero Block -50.4 man-days (Rs 5040 per job card holder) It said the DCC is duty bound to inquire whether the beneficiaries of each block have received their due wages as specified from their VDB secretary. Apart from the fixed wages for the generated man-days another 40% of the total NREGS fund for the district was also released for the procurement of supply materials for the beneficiaries, and hence have they received the actual amount sanctioned for the material components ? An amount o f Rs 1 crore each was allegedly taken out from the NREGS fund and given to the MLAs , with no evidence of performance The DCC has promised to probe into the matter as in the last nine months the implementing agencies have managed to generate only 10-15 man-days till date out of the total of 100 days guaranteed for the year ending March 2010.The release stated that as per the directions of the District Program Coordinator , all job card cards should be released to the beneficiaries with immediate effect and beneficiaries should insist on their job cards as a matter of right. The release further stated that 30 % of the NREGS fund is reserved for women and the DCC called upon the women job card holders to make full use3w of this provision for their own empowerment.
