District Congress Committee (DCC), Dimapur has demanded immediate clarification by the executive engineer PWD (R&B) Dimapur division pertaining to the utilization of an amount of Rs 570 lakh under state plan 2009-10 released by the state finance department (budget branch) on November 24, 2009 for the purpose of clearing NCSU pending bills for Dimapur district. The DCC warned it would resort to its own course of action if its demand was not met after a week on publication of its statement. In a statement, DCC president I.Kilen Aier and convenor anti-corruption cell, H.Kisheto Chishi said the government earmarked programme (budget provision) under demand no.58 – roads and bridges for the year 2009-10 for Dimapur district to the tune of Rs 777 lakh. It said that Rs 566 lakh was also earmarked under 12th finance commission and Rs 390 under special programme. Instead of utilizing the money for the purpose as mentioned in the works programme of 2009-10 and despite the state government facing huge deficit amounting to crores of rupees, an amount of Rs 570 lakh was released for clearing old pending bills from the amount meant for the year 2009-10 budget. However, the DCC said it was learnt from the NCSU Dimapur that only Rs 20 lakh was paid to their office in November 2009, while the remaining Rs 550 lakh was “kept aside for reason best known to him(E.E.) without any specific reason.”
