:Dimapur district tops the list in the total number of registered crimes among all the major police stations in Nagaland during the year 2009. Six police stations in Dimapur revealed that a total of 695 criminal cases were registered during 2009 followed by Kohima. Dimapur recorded the highest number of extortion and kidnapping related cases, also indicating it was a major problem. The involvement of cadres belonging to the different militant groups from outside the state in extortion and abduction related crimes was also a cause for concern, a fact that was echoed by Nagaland home minister, Imkong L. Imchen including GOC, 3 corps, Lt Gen N. K. Singh. It may be mentioned that Lt.Gen.Singh had stated that militant from outside have made Dimapur a safe haven taking advantage of the cease fire. The crimes in Dimapur have led to exodus of many businessmen from Dimapur besides discouraging investors from setting up business in the state. On the other hand, the little comfort was that as per the records of the National Crime Record Bureau (NCRB) report 2007, Nagaland achieved a conviction rate of above 60 percent. The total number of cases registered by the police under the Narcotic Drugs and Psychotropic Substances (NDPS) and Nagaland Total Prohibition Act (NLTP) was 64 for Dimapur and 33 for Kohima. The onus of registering such cases does not only lay with the police department but also the excise department. Punishment under the NDPS Act is stringent and can lead to a minimum of ten years to life imprisonment. A total of 399 cases were registered in Dimapur and Kohima districts alone in criminal cases related to theft, robbery and burglary. Many of the cases went unsolved due to the involvement of petty criminals from neighboring towns of Assam, using the railway as the mode of escape after committing offences.
