List of bogus teachers to be published: Rio

Following the submission of the report by the Special Investigation Teams (SIT) which had probed into the various anomalies in the appointment of school teachers, the state cabinet had decided to publish the names of the absentees and bogus teachers in the news papers, which the School Education department should do it immediately, chief minister Neiphiu Rio said Thursday. The state cabinet also instituted a committee headed by commissioner and secretary School Education to look into the matter, Rio said while talking to media person at his residential office after the thanksgiving service held on the occasion of the completion of two years of DAN government. The SIT in its report had categorized teachers appointed in between 2002 till 2009 into Genuine-2806, Doubtful-1095, Bogus-1156 and Absentees-1804 and since most of the cases are on the documents, they have been sent to various institutions for verification, he said. Further, since the SIT could not complete the physical verification, the state cabinet had decided to give one month time to complete the physical verification in their respective districts with the assistance of district administration and then followed by re-verification by the Village Education Committee. Further, Rio said that pay will continue to be held up for the absentees until the physical verification is completed. Reacting to a query on the SIT inability to carry out physical verification in some DIS, Rio said that it is putting more pressure on the areas and warned that if they (DIS) fail to cooperate in the physical verification, the entire DIS will be affected. NU imbroglio due to prestige issue: Rio On the ongoing imbroglio between the teachers association and the university authorities of Nagaland University, Rio expressed serious concern on the fate of the students. He opined that both sides were taking it as a prestige issue. He said the problem in the university was not one time and said that he wanted to discuss the matter with the Governor but the latter was presently out of station. VOTE ON ACCOUNT On the coming budget session, he said that it will be only vote on account and not full budget as the planning commission as not yet fixed the plan allocations. Since the 13th finance award had yet to announce its award, Rio said the planning commission had not invited the state for discussion so far. He also revealed that small states particularly are the most affected and going ahead with the vote on account budget session. Reacting to another query on 33% seats reservation for women, Rio welcomed the passage of the bill in the Rajya Sabha but pointed out that there was still a long process where states would have to adopt it after its final clearance in the Lok Sabha. He also expressed support for women empowerment by pointing that his government has created a separate Women Development department and State Women Commission. He also cited the amendment act of the Municipal and Town Council to give 33% reservation for women but admitted that the matter was being studied in lieu of opposition against it. Asked whether he is satisfied with the performance of the last two years of his government, Rio said he was not fully satisfied since many projects could not be taken up owing to paucity of funds. He also pointed out that despite setting up quality control board, the state like many others in the country continue to lack quality. On the recent imbroglio between the ENSF and the contractors over the alleged poor quality in the ongoing construction of the NH-155, Rio said that the issue is actually of the department but has been taken up at the civil society level. He also admitted to have received a memorandum from the ENPO, ENSF and ENWO on the matter and also revealed that he had meetings with his legislator colleagues and civil societies even today (Thursday), but said that he told them that they should meet up and resolve the issue.
