UBSIs, ASIs memo to DGP

Citing disparity in promotion, Unarmed Branch Sub-Inspectors (UBSI) and Assistant Sub-Inspectors (ASI) on Saturday served an ultimatum of 30 days to the DGP to implement a uniform code on promotion of both ASIs/UBSIs on seniority cum merit at par with the armed branch ASIs/ABSIs. They also demanded for implementation of the Central Promotion Test (CPT) with line with the Assam Police Manual. It may be noted that the Assam police manual, which Nagaland police follows, states that a directly recruited SI is eligible for promotion to the next rank on completion of 6 years and ASI, on completion three years. The aggrieved personnel threatened to resort to their own course of action and seek necessary legal aid, if their demands were not met. The unarmed Non-Gazetted Officers (NGOs) said that despite undergoing the same selection process and training, there was disparity in giving promotion for armed branch and women police officers. They also cited several cases in which several UBSIs and ASIs were never given an opportunity for CPT and pointed out that the 1998 batch of women UBSIs were promoted to UBI without any test. Further, seven women ASIs were also promoted to UBSIs against male vacancies by PHQ as a one time decision, they added. They pointed out the case of an OC in Dimapur who got out of turn promotion for a particular case while the Investigating Officer (IO) was someone else. They also urged the department to come out with a tentative seniority list of Unarmed Branch NGOs from the year 2000, which they said have not been published. Charter of demands Uniformed code on promotion of ASIs/UBSIs on seniority cum merit at par with Armed branch NGOs; AB and UB cadres be made transferable; common seniority for all UBSI/ABSI and ASI including women; the seven ASI (Women) promoted to SI against male vacancies be revoked or accommodated against women quotas; all SIs/ASIs who have completed seven years and above be promoted to the next higher rank without CPT as in the case of four women UBSIs.
