Publish SIT report : Tokheho

: CLP leader Tokheho Yeptohmi has demanded to know what action the DAN government has taken on the recommendations of the SIT including commissioner and secretary, School Education on the appointment of bogus teachers.
In a statement, Tokheho said following the scandal the government had constituted the SIT to verify the authenticity and legality of all the appointments of teachers from 2002 to 2009.
The SIT was asked to examine files, documents and records of administrative approval to ascertain the authenticity and legality of appointment orders and to identify person(s) involved in processing appointment of teachers without sanctioned posts, he said.
Following the submission of the report on February 26, 2010, after a year a special committee was constituted under the chairmanship of the commissioner and secretary school education to examine the SIT report and also to recommend preventive, remedial and punitive measures.
In the report Tokheho said that the SIT examined 5056 teachers throughout the state and identified 2806 genuine while 1156 found to be bogus teachers and 1084 being absentee teachers. He said the SIT after physical verification of teachers and documents found the status of 1095 teachers as doubtful and were in possession of fake certificates and suspected forged appointment transfer orders against doubtful vacancy.
Further 609 teachers were found to be in possession of fake educational certificates another 476 had forged appointments and transfer orders were pointed out for necessary action. The SIT team highlighted the veracity of the findings by poring through 40,000 plus documents, he said.
Tokheho also pointed out that of 130 posts under CSS operation Blackboard created for Tuensang and Mon districts, 31 had been appointed in Dimapur district along with the posts. Citing the report, Tokheho stated that while vacancy for post of teachers as on March 24, 2005 was 31, appointments made before March 9, 2007 was 41 and after March 9, 2007 was 178 posts that were filled up totaling to 219 appointed against 31 vacancies.
However, official report of Director School Education showed that a total of 188 posts were filled up. Citing the same report, Tokheho said the financial expenditure for paying of salaries to 1156 bogus teachers, 1084 absentees’ and1095 doubtful teachers total Rs. 24, 19, 20, 000.
Further, under various DIS offices, the department released a total of Rs. 2, 15, 96,588 to 441 Adhoc teachers whose services were not extended. He further cited that on March 5, 2010 the DAN cabinet which met to discuss the SIT report decided to exonerate on the erring officers despite the recommendations of the committees to take punitive action. He claimed that a majority of ministers “were afraid to take action less it boomerangs on them”. Tokheho said Nipusilie Angami, Director of School Education “culprit” as a token was transferred to Home department while the others were left untouched.
He further demanded that the Dan government publish both SIT report and recommendation of the committee in the interest of the public.
