Forum refutes Rio’s statement on funds

Making a clarification over recent statements made by state chief minister Neiphiu Rio who had said that government employees who made up only 6% of the population were absorbing 60% of the fund of the state, the All Nagaland State Services 6th ROP Demand Forum said they were drawing salaries only from the non-Plan and therefore did not disturb the Plan fund.
A joint statement issued by 6th ROP Forum chairman Dr.K.David Sema and secretary Vekho Vero also pointed out that apart from Plan and Non-Plan, the state was also receiving funds from the Centre for Centrally Sponsored Schemes which were not involved in payment of salaries of employees.
The signatories also said the though government employees made up only 6% of the population, yet ten persons were dependent on one government servant. Based on the figure, the signatories claimed that the 6% employees were catering to the needs of 60% of the population.
Further, quoting the chief minister, they said “the head of the state directing its servants to resign or go to court is taken very sadly.” The Forum said government servants have the right to plead to the head of the state at times of need. However, the Forum said, if the government was giving such treatment to its employees, it should be reminded of the word of Jesus as written in the Bible, “which of you if your son asks for bread will give him a stone? Or if he asks for a fish will he give him a serpent?”
With regard to the issue raised by the government whether the Forum was a registered association, the signatories clarified that the 61 registered constituent associations of government employees have endorsed their support for the 6th RoP Forum and authorized it to pursue and speak on their behalf.
Responding to the chief secretary’s statement that the government servants do not have any fundamental right to demand the 6th RoP, the Forum said the employees were asking for equal treatment alongside those employees who were also drawing salary from the same state exchequer. The Forum said that the chief secretary had also rejected Rs 400 crore that was offered by the central government to tide over the 6th RoP as per his statement in the media. It pointed that the chief secretary had drawn his pay arrears with effect from January 1, 2006 to August 2009.
The Forum said that the chief secretary had also slapped a ban on the “little financial aid” in terms of the bank loans for the government servants. “The Forum therefore feels that the chief secretary of the state is anti government servants in all aspects, work and words alike,” it said.
It may be mentioned Rio had recently said that the state has no extra resources or funds to implement the 6th RoP. He also said the employees should not have resorted to agitation without consultations.
