Court asks M’pur govt to recover extorted money

A landmark ruling of the Gauhati High Court, Imphal Bench has ordered the Manipur government to recover an amount of Rs. 17, 76,000 extorted by militant group which are currently under cease-fire trust with the central government under Suspension of Operation (SoO).
Responding to the petition filed at Guwahati high court, Imphal bench by chairman of the JAC of ICP Moreh ward no-I, Semjathang Haokip and its secretary Ngamjathang Lungdim, the court in an interim order passed Thursday has directed the state government to recover the 57 percent of the amount deducted by the underground group signing Suspension of Operation within three weeks period and refund the same to the landowners, official source said Friday.
The court revealed further that the Kuki National Army (KNA) Kuki National Organisation (KNO) enjoying cease-fire trust with the central government under the tripartite Suspension of Operation (SoO) agreement extorted Rs. 17, 76,000 from the compensation amount of Rs. 21, 48,095 distributed to the landowners by the state government on construction of an Integrated Check Post (ICP) at the border town Moreh.
The respondent of the case were state chief secretary, DGP, commissioner (home), DC and SP of Chandel and chief general manager of the United Bank of India (UBI), Moreh branch.
The ruling was given by Justice Mutum Binoykumar of the Imphal Bench of Gauhati High Court and notices were issued to the respondents. The court in its interim order also gave the respondents three week time to submit reply to the court and also asked the authority of the UBI, Moreh branch to stop withdrawal of the compensation with immediate effect.
The counsel of the petitioners also pleaded the court to ask the UBI authority at Moreh to stop further issue of the cash amount to the landowners with immediate effect and shift the branch to Imphal.
