Controversy over “100% HIV mandatory testing” refused to die down even after clarification from project director of “Project ORCHID” with drug user bodies Saturday demanding “Project ORCHID” to further clarify on the issue.
Dissatisfied with the clarification made by “Project ORCHID”, the NEIDUF (interim body) president Abou Mere, NNP+ secretary Lanu, KUN president Kevinguto and NUN Jt. Secretay Gwabinlo, in a communiqué, said core issue of “100% HIV mandatory testing” has not been clarified.
They demanded clarification, particularly to Project ORCHID’s official mail to partner NGOs, dated May 11 2010, which purportedly stated: “Both AVAHAN and NACO have made mandatory that 100% of the HRGs (Core target groups) have to be tested annually”.
According to signatories, Project ORCHID also requested NGO partners to offer suggestions to achieve 100% HIV testing.
The drug user bodies also demanded AVAHAN and NACO to make their stand clear on whether they stood by ORCHID statement or ORCHID was “abusing” their image to pressurize NGOs to achieve their selfish objective.
Stating that they were resented by AVAHAN and NACO’s silence over the issue, the drug users said this issue has been in e-forum of Asian Network of People who Use Drug (ANPUD, e-group) for quite sometime, and that AVAHAN and NACO were also fully aware of this “sensitive and unrealistic agenda”. Drug users demanded that Project ORCHID, AVAHAN and NACO clarify the issue without giving other justification and misguiding common people.
