NNaga-DAO responds to Azo Nienu

Network of Nagaland Drugs & HIV and AIDS Organisation (NNaga-DAO), the apex body of NGOs working in the field of Drug and HIV and AIDS, has expressed shock over the statement made by minister for Health and Family Welfare, Kuzholuzo (Azo) Nienu which appeared in local dailies on June 6.
Referring to Azo’s statement that the state government did not have any mechanism to check the fund utilization by various NGOs working in the field of HIV and AIDS, the NNaga-DAO said it was unfortunate that the minister, who was also the convener of State Legislators Forum on HIV and AIDS, seemed to be unaware of the same.
A statement issued by the NNaga-DAO said that the government instituted Nagaland State AIDS Control Society (NSACS) was the nodal agency in the state with regard to programmes and projects relating to HIV and AIDS in the state and any programme relating to HIV & AIDS in the state was implemented with the society’s knowledge, with commissioner & secretary of Health and Family Welfare as chairman of the executive committee.
On the minister’s statement that government was not aware whether funds were utilized properly, the NNaga-DAO clarified that NGOs were implementing projects both on prevention and care/treatment in partnership with NSACS and asserted that monthly statements of expenditures and activity reports were submitted to NSACS through CMIS. It also stated that every quarterly external audit, quarterly review of activities, and monitoring and evaluation of projects were conducted.
Regarding selection of NGOs, NNaga-DAO has further clarified that NSACS constitutes a Joint Appraisal Team (JAT) as per the National AIDS Control Organization (NACO) guidelines, to visit and verify NGOs who apply and proposes to take up projects under NSACS, whereby the JAT team forwards its report to the Technical Support Unit (TSU) of NSACS for scrutiny, before submitting to the executive committee for final approval.
Further observing that the NGO network also contributed towards the stabilization in the HIV prevalence rate in the state, the NNagaDAO has appealed to the minister for Health and Family Welfare and NSACS to cross verify and clarify the minister’s statement to set the records straight.
