Azo claims he was ‘misquoted’

After facing flaks from NNaga-DAO over his purported remarks on government’s unawareness on HIV and AIDS funds utilization in the state, Nagaland minister for health and family welfare Kuzholuzo (Azo) Nienu has claimed he was “misquoted”, and that it was “brought out-of context”.
A statement issued by state Legislators’ Forum AIDS (LFA) coordinator Dr. Vinito L. Chishi, Monday said “…minister for health & family welfare is surprised to see that the context in which he had reacted to the queries from the Press fraternity has been brought out-of context.”
The minister, who along with LFA members June 5 addressed a press conference, reportedly stated that government was not aware on actual utilization of funds pouring into the state for various programmes on HIV and AIDS. He also reportedly stated that government did not have any mechanism to check fund utilization by various NGOs working in HIV and AIDS field.
According to LFA, the press conference, between LFA and Media, was basically to rope in media in order to establish cordial relationship between LFA and Media and also for greater involvement in dissemination of HIV awareness in the state, as Nagaland being the second highest HIV prevalent state in the country. “Minister regrets that his statement has been misquoted from what he intended…” it stated.
Pointing out that this has cast aspersions on NGOs as well as NSACS, the statement further said: “Minister wishes to put it clear that he was quoted out of context.”
Further, clarifying on minister’s remark, the forum said: “his reply was given to mean that LFA has no mechanism to control the funds or their utilizations which are channelised through NSACS.”
However, the forum extended apology to NGOs and NSACS if “this has hurt their sentiments.” It went on to maintain that minister was “fully aware” that funds received by local NGOs through NSACS from NACO was utilized strictly as per Operational Guideline of financial management issued by NACO-government of India.
The LFA also stated that chairman – cum – commissioner & secretary of health & family welfare had also clarified that NACO has one of strictest monitoring mechanism for checking the fund utilization.
