While people of Assam are expecting the Central Bureau of Investigation (CBI) to go into the root of Rs 1000 crore scam in North Cachar Hills Autinomous Council (NCHAC), the national investigation agency has been given only limited mandate to probe.
It is very difficult for the agency to probe all financial corruption in various government departments in the council over the several years, alleged Rathindra Thaosen, president of Autonomous State Demand Committee (ASDC) of Assam’s newly named Dima Hasao (North Cachar Hills) District Committee.
Thaosen told IBNS, “Tarun Gogoi-led state government has given only a limited mandate to CBI to probe misappropriation of public funds in all departments under the council over the years”. “The state government handed over to CBI only five specific cases to relating financial irregularities in five govt. departments, while the Assam Police will investigate one case in DRDA department,” he added.
ASDC demanded CBI probe should be covered the seven state government ministers- Rockybul Hussain, Khorsing Ingty, Akon Bora, Chandan Brahma, Gautam Roy, Ajanta Neog and Himanta Biswa Sarma, and Congress’ Haflong MLA GC Langthasa, Kaliabor MP Dip Gogoi and former Assam Governor Lt Gen (retd) Ajai Singh, Former Deputy Commissioner of Dima Hasao District A.K. Barua, Former Project Director of DRDA H.P.Rajkumar.
Former Governor’s ADC S.Jagannathan, Hills Area Development Commissioner Prem Saran, District Forest Officer Mohammad Jaman, P..W.D.Additional Chief Engineer Kamala Prasad, PHE Addl. Chief Engineer K Saikia, the Irrigation Executive Engineers of Northern and Southern Division of Dima Hasao district and the retired police officers should also be interrogated, said the ASDC.
“The Assam Chief Minister Tarun Gogoi are trying to protect the ministers,” ASDC alleged.
The Assam state government has handed over multi-crore rupees NC Hills Council scam from 2007 to 2009 to CBI for inquiry, as per the government declaration on April 22 this year.
The National Investigation Agency (NIA) probing the alleged diversion of public funds of the NCHAC to the Dima Halam Daogah (J) filled the chargesheets on November 17, 2009 and accused DHD(J) chief Jewel Garlosa, DHD (J) ‘commander-in-chief’ Niranjan Hojai, former Chief Executive Member of NCHAC Mohit Hojai, Malsawmkimi, Phojendra Hojai, Babul Kemprai, Deputy director of Social Welfare Rejaul Hussain Khan, Ahshringdao Warisa, Samir Ahmed, Vanlalchhana, George Lawmthang, Jayanta Kumar Ghosh, Debashis Bhattacharjee and Sandip Ghosh.
The NIA was registered two cases- FIR No. 01/09 and 02/09 on June 5, 2009-regarding seizure of funds meant for the DHD (J).
Earlier a case was registered vide FIR No. 170/09 in Basistha police station, Guwahati.
In other hand, the CBI has achieved a major breakthrough as managed to recover an amount of Rs 13.45 crore in cash from the residence of a relative of main accused Rejaul Hussain Khan on June 15.
