DRDA scam rocks Assembly

The issue of June 15 Bokajan incident when Rs.1.11 crore was recovered from the account officer, DRDA Mon by Assam police dominated the question hour on the second day of the ongoing Budget session Thursday.
Opposition Leader Tokheho who raised a starred question to his supplementary question by demanding to know under whose bank account the cheque of Rs 1,11,15,530 was issued and why was the DRDA officer not carrying any authorization letter from the firm M/s K.S Enterprises, Dimapur along with him.
Tokheho also pointed out that the cheque numbers tabled in the Assembly did not tally with the one furnished by DRDA, Mon to Assam police. He demanded that the parliamentary secretary Rural Development Pangnyu Phom provide a photo copy of the cheque.
Further, he also pointed out that no government servants are supposed to carry even a single rupee to pay anybody and recalled that in the incident the account officer was carrying the amount in eight different packs when it was confiscated by Assam Police.
Opposition member Kheto also termed Pangnyu’s answer as misleading and asked as to how the cheque was issued without the authorization letter from the firm.
Chief minister Neiphiu Rio intervened and said that the case was a very serious offence and an enquiry was set up against the erring officer concerned who had been immediately suspended and enquiry report awaited.
Earlier, parliamentary secretary Rural Development Pangnyu Phom in his written reply to the starred question said that on June 15, account officer DRDA Mon, Benrithung was detained by Assam police for carrying Rs.1,11,15,530/- at Bokajan. He stated that the supplier M/s KS Enterprises, Dimapur requested the officer to bring the already drawn money in his favour to Dimapur along with his authorized representative. The complete bill amount was drawn through the authorization of the supplier at SBI Mon.
The supply order was issued on February 26 and the material consignments consisting of 2702 bundles of CGI sheets were received on March 22 and 23 which were received by the delivery board of the district and issued to all the Block/villages.
The supplier submitted the bill on March 26 and the cheque which was jointly signed by DC/CEO & project director, DRDA Mon and presented to the Bank on March 29.
