Union minister of development of north eastern region (DoNER) & Mines B.K. Handique Monday informed the parliament that completion of projects in the northeast depended on utilization of funds by state governments in the region and the release of 10% of the approved cost of each project by the state governments.
“The completion of the projects depends, inter-alia, on the utilisation of funds by the state governments in the region and the release of 10 percent of the approved cost of each project by the state governments,” Handique told the Rajya Sabha in a written reply Monday.
He said that in order to complete all ongoing/delayed projects, sufficient budgetary provision was made in NEC’s budget and that their progress was monitored by the DoNER ministry and NEC at various levels. “The completion of ongoing/delayed projects is a priority area of the NEC,” said Handique.
He also said details of ongoing/delayed projects of the North Eastern Council (NEC) and those sanctioned under NLCPR were available on the website of this ministry at
The broad objective of the Non-lapsable Central Pool of Resources (NLCPR) scheme is to ensure speedy development of infrastructure in NE by increasing the flow of budgetary financing for new infrastructure projects/schemes in the Region.
Both physical and social infrastructure sectors such as irrigation & flood control, power, roads & bridges, education, health, water supply & sanitation - are considered for providing support under the Central Pool, with projects in physical infrastructure sector receiving priority.
