After CWG, Kalmadi lands in another mess

Commonwealth Games Organising Committee Chairman Suresh Kalmadi is in fresh trouble and is now being accused of irregularities in the purchase of sporting equipment for National Games in Jharkhand.
CNN-IBN has documents that expose a scam in awarding contracts for the purchase of sporting equipment for National Games in Jharkhand. Congress leader and National Games Organising Committee Chairman RK Anand has accuses Kalmadi of favouring a particular private firm and directing National Games organisers to buy video screens at prices which are four times higher than their actual price.
Kalmadi is already under fire for alleged corruption in deals in Commonwealth Games.
Now CNN-IBN investigation reveals Kalmadi’s possible involvement in awarding of contracts for sport equipment for the National Games to be held in Jharkhand later this year.
A letter written by Anand is raising serious questions for Kalmadi. The lettrer says a list of equipment to be bought has been provided by Suresh Kalmadi and after discussing, he has been directed to purchase a particular kind of equipment.
The special audit of the NGOC had made a serious objection as to why the tender was not given to L1 whose quotation was for Rs 155.57 lakh and the order was placed on GEM international at Rs 880.77 lakh.
“I am asking Mr Kalmadi to explain whether or not he gave instructions to Mr Hashmi, the General Secretary of the National Games to purchase,” says Anand.
The controversy is related to purchase of video screens and electronic scoreboards for National Games. An internal audit report from the Jharkhand vigilance department questions the need for awarding a contract to a private firm Gem International when its price was way too high.
Gem International was given the order for a sum of Rs 880.77 lakh while there was another vendor Shiv Naresh Sports offering the same equipment for Rs 155.86 lakh.
So questions are again being posed to Kalmadi. CNN-IBN has a copy of a hand written note made by National Games Organising Secretary SM Hashmi stating that the list of equipment has been provided by the IOA President and a discussion was held with him in Delhi.
Anand’s letter and Hashmi’s note give the sense that Kalmadi was the one who was responsible for purchasing of electronic scorecards and video screens from a particular company. The allegation is that the contract was given to a firm which was asking for a price which was almost four times higher.
When CNN-IBN contacted Kalmadi for his response, his aides sent a statement indicating that the decisions related to purchases were not being taken by Kalmadi but by a committee set up by the IOA.
“Secretary General, IOA formed a committee on 12th December 2007 for finalising the list of equipment. The committee in consultation with the National Federations finalised the list of equipment and sent to the NGOC in Jharkhand in April 2008,” the statement says.
But Kalmadi’s woes could increase. CNN-IBN also has a copy of a report prepared by the Principal Accountant General of Jharkhand stating clearly that serious omissions and commissions have taken place in financial dealings for the Games.
