Bogus teachers scam

Minister of School Education Nyeiwant Konyak clarified that the Directorate of School Education has not issued any direct appointment order, without prior approval of the Government and therefore no new appointments have been made.
Stating this in a reply to a question raised by opposition leader Tokheho the minister said the matter on how many appointment orders were made against sanctioned and regular vacancies and how many were without sanctioned posts or regular vacancies were still under examination after detection of bogus teachers appointed with forged signature of appointing authority.
He said the department has served show cause notice on the Bogus and Absentee Teachers as to why their services should not be terminated and that only on completion of the process the department will be able to ascertain the amount of fraudulent drawals by the respective DISs/DEOs.
Opposition leader Tokheho, demanded that minister furnish all the true copies of government approval for appointment of Teachers from 2002 to 2009 and also the appointment orders of teachers issued by the Director of School Education. The minister however confessed that the department was not in a position to furnish the documents stating that the files pertaining to the government approval for appointment of teachers for the period from 2002 to 2008 has been requisitioned and kept in the custody by Special Investigation Team, Vigilance and Anti-corruption.
Replying to supplementary question from the opposition leader Tokheho who had quoted from the SIT report earlier, regarding drawal of salary against adhoc teachers in various DIS/DEOs,Nyeiwang admitted that such drawals against the salary of adhoc teachers without service extension were detected in various DIS and DEOs.
The chief minister intervened and admitted that the issue of bogus and absentee teachers was very serious and unmanageable for which the Vigilance were given the task to probe. However, he said the Vigilance team had faced problem in certain areas for which the team had submitted an interim report. The report was discussed and reviewed and the bogus and absentees were identified and their salaries withheld, he said.
While saying that notice were served on the detected Bogus and Absentees Teachers, Rio explained that department was following the normal procedure for termination of any government servant as precautionary measure so that court cannot intervene even if the affected go to court.
