Social profiling in Delhi

: Basing on media reports, North East Support Centre & Helpline (NESCH) has conducted two pilot studies on sexual abuse and racial discrimination in the national capital and furnished a detailed data.
According to the NESCH study, almost 50% of the cases in 2008 involved girls from North East (NE) India, while the study conducted in 2009 revealed that 86% of North East people living in Delhi said that they faced racial discrimination in various forms like, sexual abuse, physical attacks, vulgar remarks, social profiling and economic exploitation.
A term paper presented by Madhu Chandra during a seminar on sexual abuse, social discrimination and economic exploitation organized by Vaiphei Christian Fellowship, Delhi stated that grievances of the people of NE in Delhi and NCR were documented and reported in national newspapers and television, from which, it pointed out that law enforcement agencies and government machineries should have understood those plights.
It said double blow on racial discrimination came when law enforcement agencies, particularly of Delhi police and NCR, denied and delayed to entertain cases filed by victims from the Northeast.
The report also stated that the issue of sexual abuse, racial discrimination and economic exploitation faced by the people from NE could be prevented if police forces avoided social profiling in performing their duties.
The report said 2009 went up with highest record of violence against the people from North East India in Delhi and NCR. However, it pointed out that Delhi Police has since then, issued a “Zero Tolerance” policy in respect of crime against women, including violence faced by the people from NE.
