Four hurt in inter-state boundary dispute in Manipur

At least four volunteers of a district based student body were injured on Thursday in a row with the villagers over the inter-state boundary dispute in Manipur. Restriction on gathering of five or more people had been imposed under section 144 of CrPC in the area as high tension surfaced.
The row erupted when around 10 volunteers of Churachandpur District Student Union (CDSU) removed a sign board near Kangvai village indicating inter-state boundary between Churachandpur and Bishnupur district claiming that the area belongs to Churachandpur district and threw it into the nearby river.
Villagers of the Phaobakchao village strongly opposed the act of the volunteers and asked them to erect the sign board and when the volunteers refused to do so, villagers started attacking them with deadly weapons resulting in a clash between the two sides.
According to a report, four volunteers of CDSU sustained injuries and were hospitalized at Churachandpur District Hospital.
Meanwhile, a sub-divisional officer posted in Senapati district, Manipur kidnapped by suspected underground elements on Wednesday had been released unharmed after night long captivity. According to a police report, the SDO Takhellambam Manihar was released at Kodomai area of the district on Thursday.
Manipur Assembly on Thursday passed the Manipur Municipality Community Participation Bill, 2010 and paved the way to Manipur government to implement Jawaharlal Nehru National Urban Renewable Mission (JNNURM).

Chief Minister O Ibobi Singh said that the state government had been empowered to enact Manipur Municipality Community Participation Bill to institutionalize citizen’s participation and to introduce the concept of the Area Sabha in administration of urban local bodies which was a part of Mandatory Reforms as per the memorandum of agreement signed between the government of Manipur and the government of India, Ministry of Urban Development for implementation of JNURM.
